City Manager Announces Joseph Chacon as Austin Police Chief

Austin City Manager Spencer Cronk has named Joseph Chacon as Chief of the Austin Police Department.

Chacon, whose APD career spans more than two decades, has served as Interim Chief since March 2021, following the retirement of former Chief Brian Manley. Prior to that, Chacon served as an Assistant Chief for almost five years, overseeing Patrol, Special Operations, Specialized Patrol, Investigations, Intelligence, Professional Standards and Training/Recruiting. His appointment is subject to confirmation by Austin City Council.

“I want to give a heartfelt thank you to everyone who helped us reach this important decision for our community,” said City Manager Cronk. “After hearing from so many of you, and following an extensive and rigorous recruitment process, I’m confident Interim Chief Joseph Chacon is the right person to lead our City’s police department to achieve results, build trust and transparency, and accomplish equitable public safety outcomes for all Austin residents and visitors.”

“I am extremely excited and humbled by this amazing opportunity,” said Interim Chief Chacon. “Austin PD is at a critical juncture, and I am honored that the City Manager is showing the trust in me to lead this amazing organization. Today’s announcement follows a six-month process comprising extensive community consultation to identify the best candidate for the job. 

In March, the City released a survey asking the public to identify the skills and characteristics, background and experience, and top priorities they believed were most important for the next Chief of Police. Responses to the survey helped establish the selection criteria for the position. 

Cronk solicited additional feedback in April from community groups, including five online community input meetings and constituent calls from the City’s 311 service. 

The process included a series of interviews featuring panelists drawn from City staff and stakeholders followed by two public forums in August offering community members opportunities to meet and question the final candidates for the position.

Because the City Manager’s appointment requires City Council confirmation, an item will be placed on the Sept. 30, 2021 Council agenda as required by state law.

City of Austin identifies top three finalists for Austin’s next Chief of Police

Austin City Manager Spencer Cronk has announced the top three finalists for the Chief of Police position out of a field of 46 applicants.

In July, seven candidates were interviewed by three panels which included Community Stakeholders, Law Enforcement Partners, and City of Austin Executives. After consideration and feedback from the panels, City Manager Cronk has identified:

  • Joseph Chacon, Interim Chief of Police, Austin Police Department
  • Avery L. Moore, Assistant Chief, Dallas Police Department
  • Emada E. Tingirides, Deputy Chief, Los Angeles Police Department

“I am confident these finalists will help the City of Austin cultivate relationships with our community, accomplish the City Council’s goals, and continue the progress of reimagining public safety in Austin,” said Cronk.

Opportunities to meet the top finalists and hear from them have been scheduled for:

  • August 18, 7:00 pm – 8:30 pm
  • August 19, 7:00 pm – 8:30 pm

These meetings will have in-person availability at Palmer Events Center, Exhibit Hall 2, or you can tune in live through ATXN.TV (ATXN1-English and ATXN3-Spanish), Cable TV Channel 6, U-Verse Channel 99, and KAZI FM 88.7. Masking and social distancing will be required for these meetings. The room capacity is limited to 100. Once we reach that limit, for the health and safety of all participants, we will not be able to allow additional people into the room. We strongly encourage residents to tune in through one of the broadcasting channels set up for you to hear from the finalists.

After meeting and listening to the candidates, the City will ask residents to provide their feedback here. The link to submit feedback will go live on this page Wednesday August 18, 2021.

The City Manager hopes to announce a new Chief of Police before the end of August.

The Chief of Police will oversee 1,809 sworn officers and 734 non-sworn professional staff and has a FY 20-21 budget of $240.8 million. Like many major cities in America, Austin is reimagining how it provides public safety services. Austin is approaching this process in a methodical and strategic approach, and the next Chief of Police will begin their duties during a period of intense change for the Austin Police Department (APD). The challenges and opportunities related to this initiative alone are many. The Chief of Police will help APD and the City adapt and emerge from reimagining law enforcement in a manner that improves public safety for all who visit, live, and work in Austin.

“I am excited about the diverse slate of individuals we have identified for this position,” said Cronk. “I look forward to discussing with them how we can accomplish the goals of the community and the City Council.”
